Strengthening Bosnia and Herzegovina’s Organized Crime Specialized Departments for Organized Crime Through Expert Advisory Support
<p>INL announces a funding opportunity for qualified individuals to provide expert advisory and mentoring support to specialized anti-organized crime and corruption departments in Bosnia and Herzegovina, covering both the Federation of Bosnia and Herzegovina and Republika Srpska. Criminal networks in Bosnia and Herzegovina have documented links to Western Hemisphere cartels that launder drug proceeds and shield corrupt officials, directly threatening U.S. security and economic interests. Bosnia and Herzegovina sits on the Balkan Route, a key corridor for narcotics, weapons, and migrant smuggling.The selected expert or experts will strengthen prosecutorial capacity within the Federation of Bosnia and Herzegovina's Specialized Department for Corruption and Organized Crime, known as POSKOK, and its Republika Srpska counterpart by delivering structured advisory sessions, participating in legal reform working groups, and providing case-based mentoring to prosecutors, judges, and investigators. Key objectives include strengthening prosecutorial methodology aligned with the Federation of Bosnia and Herzegovina 2014 Law on the Suppression of Corruption and Organized Crime, and developing a structured case prioritization framework to help departments manage complex, high-level caseloads and identify cases with a U.S. nexus.</p>

OJP FY 2026 Special Attorneys Program Round 10
This is a notice of funding opportunity (NOFO) for the OJP FY 2026 Special Attorneys Program. This program will support state, local, Tribal, and territorial prosecuting agencies to assign or hire qualified prosecutors to serve full-time or part-time (on a case-by-case basis) as Special Attorneys under the direction of the National Fraud Enforcement Division or the Criminal Division, or to serve as Special Assistant United States Attorneys (SAUSAs) within a United States Attorney’s Office. Funds under this program can also be used to hire criminal investigators, as well as analysts, forensic accountants, and other staff who help with collection or analysis of law enforcement investigative information, to provide further investigative support. These “cross-designated” prosecutors, criminal investigators, and other investigative support staff will remain employees of their home agencies but will investigate and prosecute assigned fraud and other crimes committed by aliens within the United States (hereafter referred to as “criminal aliens”) for the duration of their appointment under this program. Cross-designated prosecutors, criminal investigators, and other investigative support staff may also be assigned cases involving drug or human trafficking committed within the United States. The National Fraud Enforcement Division, Criminal Division, and United States Attorney’s Offices will coordinate with selected prosecutor offices on a case-by-case basis to address logistics and any unique local circumstances. This grant program, authorized under Public Law 119-21, Title X, Subtitle A, Part II, Section 100055 (codified at 34 U.S.C. § 61101), is intended to improve the collection and analysis of law enforcement investigative information, strengthen investigative and prosecutorial capacity, expand intergovernmental coordination, and enhance the ability of jurisdictions to counter gang or other criminal activity, investigate and prosecute fraud and other crimes committed by aliens within the United States, as well as investigate and prosecute drug and human trafficking crimes. The program is also intended to increase the availability of cross-designated prosecutorial personnel who can pursue these matters in coordination with federal authorities and contribute to the effective enforcement of applicable criminal laws.

FAIR HOUSING INITIATIVES PROGRAM PRIVATE ENFORCEMENT INITIATIVE
Congress amended the Fair Housing Act in 1988 to establish the Fair Housing Initiatives Program (FHIP) to provide funding to entities to work alongside HUD to "prevent or eliminate discriminatory housing practices" 42 USC §3616a (a). Congress determined in 1987, and has affirmed each year since then through appropriations, that HUD can only achieve its fair housing mission and obligations through supporting a network of organizations helping to educate the public and enforce fair housing rights. Initially a demonstration program, Congress made FHIP permanent in 1992 through the Housing and Community Development Act of 1992. The program was expanded in 1992 to address building capacity in unserved areas, establish a national media campaign, and fund a National Fair Housing Month.FHIP provides funds to eligible organizations through competitive grants under four initiatives: the Fair Housing Organizations Initiative (FHOI), the Private Enforcement Initiative (PEI), the Administrative Enforcement Initiative (AEI), and the Education and Outreach Initiative (EOI).This NOFO funds the PEI to provide grants to a nationwide network of eligible private, non-profit fair housing enforcement organizations to conduct testing and investigate violations of and enforce the Fair Housing Act, and State or local laws with equivalent rights and remedies.
