Forest Legacy Program Capacity and Project Development 2026
Eligible Activities: Future Projects - Funding for Forest Legacy Grant Due Diligence: Grant funds can be requested to prepare and develop future working forest conservation easement or fee acquisition projects for completion under a Federal OR State Grant. These will be referred to as “Future Projects” throughout the grant guide. The actual transactions for these Future Projects will need to be prepared and submitted for Federal or State Forest Legacy Funding at a future date, for either Forest Legacy solicitations, or solicitations to other federal or state conservation programs. Projects receiving funding under this grant line item are not guaranteed Federal or State Forest Legacy funding for projects in the future. Future Projects can include costs for preparing the following: Market analysis or restricted use appraisal for Future Projects in development; Preliminary title report and any associated documents listed in that report (deed, easements, MOUs), as well as the costs to remove exceptions; Minerals Remoteness Report or statement; Land survey with acreage and Description verification; Mapping products / GIS; Development and negotiation of Conservation Easement (CE) Deed (if not acquiring in fee); CE Baseline Document (if not acquiring in fee); Phase 1 Environmental Assessment; Forest Management Plan, Agricultural Management Plan and/or Grazing Management Plan; Soliciting and developing potential FLP projects; Organizational staff time associated with preparation of the above mentioned documents or general work towards completion of the project; Salaries, fringe benefits, travel and supplies that directly support the FLP; Facilitating the donation of lands or interests of lands into the FLP. Eligible Applicants: These can include, but are not limited to; nonprofits, land trusts, and conservation organizations. This program will not grant funding to a private person, business or other private entity to hold ownership of these interests (fee title or CE) using State funds. Any applicant not eligible to hold a Land Conservation Easement shall specify the intended Land Conservation Easement organization within the application. Eligible Lands are: Land that can support 10-percent native tree cover of any species, including hardwoods, under natural conditions, and has a minimum of 75 percent forestland or a documented plan that includes sufficient landowner capacity to reforest to at least 75 percent forestland. The land should allow for management of one or more forest resources, including timber, grazing, aesthetics, fish and wildlife, biodiversity, water quality, recreation, and other public benefits. Eligible Costs: The following costs are eligible for reimbursement: Future Projects – Due Diligence for Future Forest Legacy Project (a) The development and due diligence costs for future conservation easement or fee acquisition projects as stated above under Future Projects.

Tire-Derived Aggregate (TDA) is made from shredded tires as an alternative to conventional lightweight aggregates that is: Lightweight Free-draining Less expensive Eligible Applicants Include: -All California local government entities, including cities, counties, and cities and counties. -Special districts, including transportation districts. -Joint Powers Authorities in which all JPA members are also eligible applicants. -Public school districts. -All California state agencies, including offices, departments, bureaus, and boards. -University of California, California State University, and California Community Colleges. -Private, for-profit entities. Defined as a business intended to operate at a profit and return a profit to its owner(s). The business must be California-based, or if in another state, must have an operational presence in California: see Application Guidelines and Instructions for complete details and restrictions. -Non-profit organizations, except private elementary or secondary schools, registered with the federal government under section 501(c)(3), (c)(4), (c)(6), or (c)(10) of the Internal Revenue Code. -Qualifying Tribal Entities. A Qualifying Tribal Entity is defined as a tribe, band, nation, or other organized group or community, residing within the borders of California, which: Is recognized for special programs and services provided by the United States to Indians because of the status of its members as Indians or: Can prove that it is a government entity and meets the criteria of the grant program. Eligible projects include: Category 1: Mechanically Stabilized TDA for retaining walls. Category 2: Low Impact Development, stormwater mitigation including stormwater infiltration galleries. Category 3: Lightweight film, slope stabilization, embankment fill, landslide repair, and retaining walls. Category 4: Vibration mitigation under rail lines. Category 5: Landfill application, aggregate replacement projects such as leachate and gas collection systems, drainage layers, and leachate injection. Recycled Glass Processing Incentive Grant Program (FY 2026-27)
Eligible Projects Include: This grant is for projects that demonstrate the ability to expand furnace-ready glass cullet processing in the State of California. Projects must be located in California. Applicants will be required to identify the location and provide location documentation within the application. The applicant must match the amount of any grant received from the grant program in an amount equal to or greater than the grant amount. Other funding received from CalRecycle is not eligible to be used as match for this grant program. Within 12 months of receiving a grant from CalRecycle the entity receiving the grant shall demonstrate to CalRecycle the amount of additional glass cullet processed as a result of utilization of the grant funds. Eligible Applicants Include: All eligible applicants must be a current certified beneficiating processor within the State of California and one of the following: • Private for-profit entities. For purposes of this program, a "private, for-profit entity" is defined as a business intended to operate at a profit and return a profit to its owners. Private entities must be authorized to conduct business in the State of California, by either being registered with the California Secretary of State as a business located in California, being registered as a foreign (out–of–state or out–of–country) business or processing a business license issued by a California city, county, or city and county. The business must be qualified to do business in California and be in good standing with all applicable California state agencies, including, but not limited to, the Secretary of State and the Franchise Tax Board. Any and all subsidiaries, divisions or affiliated businesses are considered part of the primary business entity for the purpose of applying for and receiving a grant award under the program. A business is considered an "affiliated business" if it has at least one owner with a forty (40) percent or greater interest in another applicant business. • Non-profit entities (except private schools) registered with the federal government under 501(c)3, (c)4, (c)6 or (c)10 of the internal revenue code. The applicant must match the amount of any grant received from the grant program in an amount equal to or greater than the grant amount. Other funding received from CalRecycle is not eligible to be used as match for this grant program.

Division of Boating and Waterways Local Assistance Boat Launching Facility Grant Program FY27
In accordance with Section 72.5 of the Harbors and Navigation Code, Boat Launching Facility (BLF) grants are provided to local government agencies for the construction or improvement of boat launching ramps, restrooms, boarding floats, shore protection, parking for vehicles and boat trailers, and ancillary items. Also included in the grant are monies to pay for engineering, construction inspection, permits from regulatory agencies, special studies, construction contingency, and other project related costs. Eligible Applicants: Local public agencies, 501(c)(3) nonprofit organizations qualified to do business in California, Public Utilities, Federally and non-federally recognized Native American tribes on the Native American Heritage Commission’s list, and Mutual water companies. Eligible Uses: Eligible projects include recycled water treatment; recycled water storage, distribution, and pumping; groundwater recharge; indirect potable reuse; surface water augmentation; and large scale recycled water projects. Ineligible Uses: Operation and maintenance costs.
